I am directed by the Secretary of State for Foreign Affairs to transmit to you, to be laid before the Secretary of State for the Colonies,
a copy, as marked in the margin, of a despatch which he addressed to the German Ambassador at this Court respecting the fine imposed upon two officers of the German mail steamer "Hohenzollern" for trespassing upon the fortifications at Hong Kong.
The enclosures which accompanied your letter of the 24 ultimo are herewith returned.
